Job Title: Senior C&Q Utilities Project Manager

Location: Lebanon, IN
Experience Required: 10+ years
Contract Duration: 12+ months

Role Overview

We are seeking a senior Commissioning and Qualification (C&Q) Project Manager with strong expertise in dark utilities to lead commissioning, qualification, and construction coordination activities for a large-scale automated warehouse project. This role requires hands-on technical depth, strong leadership, and the ability to manage multiple contractors while ensuring compliance with C&Q requirements in a regulated environment.

Key Responsibilities
  • Lead and manage all C&Q activities related to dark utilities for an automated warehouse build.

  • Oversee the primary construction firm and coordinate with 10 15 supporting contract agencies and vendors.

  • Ensure alignment between construction execution and C&Q requirements throughout the project lifecycle.

  • Provide technical leadership for commissioning and qualification of dark utility systems, including:

    • HVAC systems and air handling units

    • Chilled water and steam systems for heating

    • Compressed air systems used for equipment operation

    • Electrical power distribution systems

    • Facility lighting systems

    • Building Management Systems (BMS)

    • Cooling towers and chilled water loop systems

  • Develop and execute C&Q strategies, plans, and schedules to support project milestones.

  • Coordinate with mechanical, electrical, automation, and construction team leads to resolve technical and execution issues.

  • Review and approve commissioning protocols, qualification documentation, and turnover packages.

  • Lead risk assessments, system impact evaluations, and change management activities related to utilities.

  • Monitor contractor performance, quality, and compliance with project standards and timelines.

  • Actively participate in project meetings and provide clear status updates to stakeholders.

  • Drive issue resolution in fast-paced, high-pressure project environments.

Required Qualifications
  • 10+ years of experience in Commissioning & Qualification and project management, with a strong focus on dark utilities.

  • Preference for candidates with 15+ years of relevant experience.

  • Demonstrated experience managing large, complex projects involving multiple contractors and vendors.

  • Strong working knowledge of C&Q processes and construction integration for utility systems.

  • Prior experience in regulated environments such as pharmaceutical, medical device, chemical, or power plant facilities.

  • Proven ability to work independently, make sound decisions, and perform under tight timelines.

  • Excellent communication, coordination, and leadership skills.

  • Strong understanding of documentation standards, compliance requirements, and project controls related to C&Q activities.
